Sacramento International Airport Master Plan

The Sacramento International Airport Master Plan is subject to both the National Environmental Protection Act (NEPA) and the California Environmental Quality Act (CEQA) and will therefore be required to include and Environmental Impact Report (EIR) and Environmental Impact Statement (EIS) respectively.  To this end, an MOU with FAA regarding the roles of the agencies has been completed and work is now underway on the RFQ for the EIR and EIS. Release date for the RFQ has not been announced, but early 2005 is a reasonable time to expect its release.

Sacramento International Airport Comprehensive Land Use Plan

Comprehensive Land Use Plans (CLUPs), or Airport Land Use Plans as they are also called, are required for nearly all California public use airports per California Public Utilities Code Section 21675.  CLUPs have two primary purposes:

  1. To “provide for the orderly growth of each public airport and the area surrounding the airport within the jurisdiction of the (Airport Land Use) commission…”

  2. To “safeguard the general welfare of the inhabitants within the vicinity of the airport and the public in general.”

In counties or regions that have established Airport Land Use Commissions (ALUCs), the entity having the responsibility for CLUP preparation is usually the county or regional planning agency within which the ALUC operates.  In the case of Sacramento County, the Sacramento Area Council of Governments (SACOG), the agency within which the ALUC with jurisdiction regarding land uses around public use airports in Sacramento County operates, is responsible for developing and updating CLUPs.

SACOG’s update of the CLUP for Sacramento International Airport is in its formative stages and is expected to be formally initiated in early 2005.  Sacramento County Airport System staff will work closely with SACOG staff throughout the CLUP update process.
