Mather Airport Master Plan
June 2007
On June 19, 2007, the Sacramento County Department of Environmental Review and Assessment (DERA) received an approval from the Sacramento County Board of Supervisors to enter into an agreement with Camp Dresser & McKee Inc. (CDM) for the preparation of the Mather Airport Master Plan Environmental Assessment and California Environmental Quality Act technical studies. An internal kickoff meeting was held between Sacramento County staff and CDM to initiate information gathering for the preparation of these studies on July 19, 2007.
The Mather Airport Master Plan was originally forwarded to DERA for preparation of environmental documentation when the Draft Master Plan was approved in February 2004. Due to delays with the Federal Aviation Administration in determining the level of environmental documentation and in the choice of consultant to prepare the documentation, the project was not able to be initiated until 2007.

The Sacramento County Board of Supervisors heard from 27 of the approximate 90 people in attendance at the January 15, 2003, public hearing for Mather Airport Overflights. This meeting was also an opportunity for the Mather Airport Aircraft Overflights Noise Working Group to update the Board on there progress to date and request an extension of time to their Charter. The following nine recommendations (Action #2 above) from the submitted Matrix (dated 12/18/02) of Potential Measures of the Working Group were approved by the Board:
* #4 Encourage all aircraft (including VFR) to fly a 3-degree or higher approach.
* #21 Prepare Jeppesen insert on Mather noise abatement procedures with graphics.
* #23 Monitor aircraft before and after implementation of the new approach plate.
* #24 Conduct/participate in chief pilot meetings to review current noise abatement measures and airline performance.
* #25 Update airfield facilities directory to reflect noise abatement procedures.
* #26 Update other listings of noise abatement procedures: Boeing, NBAA, ALPA, ATA, etc.
* #27 Regularly disseminate noise abatement procedures to aircraft operators with positive follow-up.
* #28 Establish a "Web Accessible" flight track display system to allow the public to more easily access flight track data.
* #29 Use ANOMS to monitor aircraft performance relative to noise abatement measures.

On August 7th, the Sacramento County Airport System presented a summary of the Mather Airport Master Plan study to the County Board of Supervisors. The Mather Airport Master Plan will guide airport development for the next 20 years. The goal of the August 7th workshop was to present preliminary findings and to receive feedback on the airfield alternatives analysis to date. The Board took no formal action. Minor editorial corrections were made to the slide presentation following the August 7th workshop. A copy of the original and revised slide presentations can be downloaded.

The Sacramento County Airport System held a Public Workshop for its System Policy Plan on Thursday, May 10 at the Sacramento County Sheriff’s Department (Rockingham Station), attended by a variety of local, state and federal officials. The purpose of the Plan is to review and refine, as necessary, policies and procedures relating to the general operation and development of each of the four facilities currently operated by the Airport System: International, Executive and Mather airports and Franklin Field.
BACKGROUND AND CONCEPT
BACKGROUND
The Sacramento County Airport System operates a system of airports serving the Sacramento air service region. The Air Service Region includes Sacramento, El Dorado, Placer, Yuba, Sutter, and Yolo counties, and large portions of Amador, Colusa, Nevada, and Solano counties.
The Airport System encompasses Sacramento International Airport (International), Sacramento Mather Airport (Mather), Sacramento Executive Airport (Executive), and Franklin Field (FF). In addition, the Sacramento County owns but does not operate the former McClellan Air Force Base (McClellan). International is the principal passenger air carrier airport serving the air service region. Mather Airport, a former U.S. Air Force Base, serves air cargo airlines and general aviation. Executive Airport is a general aviation airport with no scheduled passenger service. Franklin Field is a general aviation airport used primarily for training purposes by local student pilots. McClellan, a former U.S. Air Force Base, is conceptually planned to support aircraft maintenance and U.S. Coast Guard operations.
The Mather Airport Master Plan will be conducted in two phases beginning with role definition of each airport in the Sacramento County Airport System.
PHASE I- SYSTEM PLAN
The Airport System Plan (System Plan) will be used to provide the Sacramento County Board of Supervisors with key information vital to establish the role of each airport within the Sacramento County Airport System and develop policies consistent with those roles. Development strategies for each airport will be based on the policies derived from data contained in the System Plan.
In order to efficiently manage and develop these airports, a System Plan must be developed that meets the short, intermediate, and long-range air transportation requirements of the Sacramento Region. The System Plan will also set the role, generalized development requirements, and timing of development for individual airports within the Sacramento County Airport System. The System Plan is to be developed around Sacramento County Airport System, established Sacramento County policies, aviation activity forecast requirements, socio-environmental-financial constraints, and public comments.
The System Plan process will involve the preparation of both broad and specific policies, plans, and programs needed to establish a viable, integrated network of airports. The System Plan will focus on the attributes of each airport comprising the system and the plan will provide the basic framework on which current and on-going master plan efforts will be structured. The System Plan will focus on several key issues critical to shaping the future of each airport. These issues will address the factors whose understanding is essential to allow fundamental decisions to be reached by county policy makers regarding the defined role of each airport in the Sacramento County Airport System.
The System Plan will serve as a preliminary effort to the Master Plan. In this respect, the System Plan will complement the Phase II-Master Plan by concentrating on general issues that will most affect policy decisions. For example, a decision was made to reduce the length of the north runway at Mather Airport based on airport characteristics and aviation demand forecasts assumed in 1994. Actual aviation activity and airport operational characteristics have substantially changed since the original 1994 assumptions. The System Plan will revisit previous decisions made regarding the north runway and will provide updated operational data that will allow county policy makers to reassess the original decision to reduce the length of the north runway. The study element addressing the north runway will be accelerated in the System Plan work effort for an early County Board of Supervisors policy hearing and determination by October 1, 2001.
The System Plan will further provide analysis on each airport’s specific role in the system. This information is critical in understanding the Sacramento regional business climate and directing efforts at each airport to respond to those needs. For example, Mather and Executive Airports both serve the general aviation community. General Aviation is a broad category that includes small, private aircraft as well as complex corporate jets. The System Plan will provide the necessary analysis to allow policy decisions to be made determining the specific level and type of general aviation activity to be conducted at Executive and Mather.

PHASE II- MATHER AIRPORT MASTER PLAN
Policy decisions established by the Board of Supervisors based on the Phase I-System Plan will define the role of each airport in the Sacramento County Airport System, allowing a more efficient master plan effort that will focus airport development strategies within the vision prescribed by Sacramento County. The Mather Airport Master Plan will be a conventional effort aimed at expanding on the development concepts outlined in the System Plan.
Building on policy decisions established by the Board of Supervisors based on Phase I, the goal of the Mather Airport Master Plan is to provide guidelines for future airport development to satisfy aviation demand in a financially feasible manner, while at the same time resolving the aviation, environmental and socioeconomic issues existing in the community. This will include a presentation of future development of the airport and anticipated land uses in the vicinity of the airport; scheduling the implementation of proposed development; devising a financial plan to support the implementation schedule; justify the plan through thorough investigation of concepts and alternatives on technical, economic and environmental issues, and conduct a comprehensive public review process where plan options will be available for examination.
As a former military installation, there are some unique challenges to the Mather Master Plan. Study efforts will focus on tailoring existing runway, taxiway, and apron configuration originally configured for military operations to accommodate air cargo and general aviation operations. Levels of development will be determined by policy decisions made by the Board. However, general development will correspond to serve air cargo and general aviation activity.
The preparation of a master plan for Mather Airport will be of interest to many people in our community. It is the intent of this department that anyone who has an interest in the master plan will have many opportunities to learn about and provide input to the Mather Master Plan. The Sacramento County Airport System proposes to conduct an extensive public outreach program comprised of community leaders, planning professionals, and local residents.
The California Environmental Quality Act (CEQA) requires that an Environmental Impact Report (EIR) be prepared for the Mather Master Plan, prior to approval by the Sacramento County Board of Supervisors. Also, Federal Aviation Administration (FAA) regulations require the preparation of an Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act (NEPA). Based on the completed environmental documentation, the FAA will accept the Mather Master Plan and offer Airport Improvement Program (AIP) grants for development shown thereon. It is therefore, most efficient to have a joint EIR/EIS prepared so that the requirements of CEQA and NEPA are satisfied with one document.
