Mather Airport Master Plan (Continued From 12/11/01, #91) OverviewThe Sacramento County Airport System (Airport System) has developed a revised work scope and budget with Leigh Fisher Associates to prepare the Mather Airport Master Plan. The Mather Airport Master Plan will provide a twenty-year airport development framework integrating aviation demand with community, environmental and socioeconomic issues. Recommendations 1. Approve the attached resolution authorizing the Chair of the Board to execute the attached First Amendment (Amendment) to the Agreement with Leigh Fisher Associates for the Mather Master Plan. 2. Approve the restructured public involvement component of the planning process.
Fiscal Impact The negotiated cost of the Mather Airport Master Plan is $799,949. The County has received a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant for $720,000 to apply towards this project. The California Department of Transportation has awarded a matching State Grant in the amount of $36,000 to offset the local share of the AIP grant. Funding is provided in the Airport Enterprise Fund budget for the remaining costs. BACKGROUND: On April 3, 2001, your Board authorized the execution of an Agreement with Leigh Fisher Associates for the development of the Airport System Policy Plan and the Mather Airport Master Plan. Leigh Fisher Associates was selected through a competitive selection process. County staff and representative of airport users and the Rancho Cordova community participated in the consultant selection process. The Leigh Fisher Agreement outlined a two-phase planning approach. The purpose of the Airport System Policy Plan (Phase I) was to review and refine policies relating to the general operation and development of the four airports that comprise the County Airport System, Sacramento International Airport, Executive Airport, Mather Airport, and Franklin Field. The Agreement established that Mather Airport Master Plan (Phase II) would build upon the potential roles established for Mather in the System Policy Plan. On October 16, 2001, your Board adopted a resolution defining the framework of the System Policy Plan, by identifying the roles of the airports within the System: Sacramento International: Scheduled airline passenger service with some air cargo and general aviation uses. Sacramento Executive: Dedicated general aviation use within the limits established by the Airport’s noise ordinance and weight restrictions. Franklin Field: Dedicated general aviation use with emphasis on flight training and preservation of space for future general aviation development. Mather Airport: Two alternative roles were developed for Mather: 1. Dedicated air cargo use with some general aviation uses. 2. Dedicated air cargo use with emphasis on facilities to support air cargo hub operations with some general aviation uses The October 16, 2001 resolution determined that the Mather Airport Master Plan will analyze the alternative roles for Mather Airport in a manner to avoid impacts for which there is no feasible mitigation on the Independence at Mather development, the Villages of Zinfandel development, a potential Villages of Zinfandel School project school site, and the Rosemont High School site as approved by the State of California. Also on October 16, 2001, your Board directed the Airport System to report back on the scope of work for preparation of the Mather Airport Master Plan and for consideration of specific policies contained in the Airport System Policy Plan. The report back for consideration of the Airport System Policy Plan is scheduled for presentation to your Board on March 26, 2002. DISCUSSION: The April 3, 2001, Agreement with Leigh Fisher Associates authorized renegotiation of the work scope and fee for the Mather Airport Master Plan, pending tangible results of the Airport System Policy Plan. The revised work scope for the Mather Master Plan is based on the two alternative roles identified for Mather Airport in the October 16, 2001 resolution. The detailed workscope, summarized below, is included as Exhibit A1 to the First Amendment to the Leigh Fisher Agreement (Attachment 2). The Mather Airport Master Plan Work Flow Diagram and schedule is provided with Attachment 2. Also summarized below is the public involvement component of the Master Plan work scope, revised significantly from its original form.
Work Scope ▪ Task 1. Project Administration and Coordination. ▪ Task 2. Inventory/Data Collection. Collect, prepare, assemble, and organize information, data and maps for use in subsequent tasks. ▪ Task 3. Aviation Activity Forecasts. Refine Mather Airport aviation activity forecasts for the 5-, 10-, and 20-year time frames. ▪ Task 4. Airfield Alternatives. Identify and evaluate various airfield alternatives to meet established alternative roles for Mather Airport, based on preliminary work accomplished in the System Policy Plan. ▪ Task 5. Demand/Capacity Analyses and Facility Requirements. Examine current and future aviation activity demand levels in relation to existing capacity and determine facilities needed to meet forecasted demand. ▪ Task 6. Landside Alternatives. Develop, evaluate and compare generalized landside alternatives that will facilitate Mather’s evolution as an air cargo airport ▪ Task 7. Detailed Land Use Plan. Develop a detailed land use plan for the recommended Mather Airport development concept. ▪ Task 8. Implementation and Financial Plan. Develop reasonable and sound financial and implementation plans for the recommended development concept. ▪ Task 9. Airport Layout Plans. Update the airport layout plan set to reflect the recommended development concept. ▪ Task 10. Reports and Deliverables. Prepare a comprehensive and logical document that can be easily reviewed and understood by County staff, the Mather Master Plan Working Group, the general public and other stakeholders. ▪ Task 11. Public Involvement. Discussed below. Public Involvement The Airport System Policy Plan ((Phase 1) utilized the public involvement structure of the ongoing Sacramento International Airport Master Plan. This structure is comprised of a Citizens Advisory Committee, a Community Leaders Group, and a Technical Advisory Committee. Over 150 different individuals or organizations participate in this structure from throughout the larger Sacramento Region and the aviation industry. However appropriate for the Sacramento International Airport Master Plan, and also the Airport System Policy Plan, the Airport System recommends the public involvement program for the Mather Master Plan be somewhat downsized in order to provide greater focus on the specific Mather planning issues and also in respect for individuals time. The Airport System recommends your Board authorize the creation of a Mather Master Plan Working Group (Working Group) with the following composition: Two designees of the Fifth District Supervisor One designee from Supervisorial Districts One through Four Representatives of Mather Air Cargo Carriers · Airborne · Emery Worldwide · United Parcel Service Representative of Freight Forwarders, Cal Sierra Representative of Trajen Flight Services Representative of the Aircraft Owners and Pilots Association Representative of Rancho Cordova Chamber of Commerce Representative of Sacramento Metro Chamber of Commerce Representative of Sacramento Area Business and Air Cargo Association Representative of City of Folsom Representative of City of Elk Grove Representative of El Dorado County Representative of the Independence at Mather Homeowners Association Representative of Planning Advisory Committees · Rancho Cordova · Fair Oaks Mather Air Traffic Control Tower Federal Aviation Administration (FAA) Airports District Office FAA Air Traffic Control CalTrans District 3 CalTrans Division of Aeronautics California Army National Guard Sacramento Area Council of Governments (SACOG) Sacramento Area Commerce and Trade Organization (SACTO) In addition, representatives of various County agencies and departments will participate as participants on the Working Group. The recommendation for two designees from Supervisoral District Five is due to the location of Mather Airport in that district. This same logic was used in the creation of the Sacramento International Airport Citizens Advisory Committee. On that committee, the First Supervisorial District has two designees and the other districts have one each. As illustrated in Exhibit A1 to Attachment 2, Mather Airport Master Plan Work Flow Diagram, the Working Group will meet three times during preparation of the Master Plan. It is anticipated the Leigh Fisher team will meet with members of the Working Group in smaller group meetings on specific subjects on an as needed basis. In addition to the Working Group meetings Leigh Fisher will conduct two public workshops and three Board workshops in the preparation of the Mather Airport Master Plan. FINANCIAL ANALYSIS: The fee for the Mather Airport Master Plan is $799,949. In September 2001, the County was awarded a FAA AIP grant in the amount of $720,000 to fund this project (AIP Project No. 3-06-0363-09). Additionally, the California Department of Transportation has awarded a State grant, funding approximately $36,000 for this project. The balance of the costs will be provided in the Airport Enterprise Fund. There is no impact to the County General Fund. The total Agreement cost (Phase
I and Phase II) is outlined in the following table:
LEGAL ISSUES: County Counsel prepared the attached Amendment. CONCLUSION: The Airport System recommends your Board approve the attached resolution authorizing the Chair of the Board of Supervisors to execute the attached Amendment to the Agreement with Leigh Fisher Associates for the Mather Airport Master Plan and also approve the restructured component of the planning process.
