Agenda date: February 19, 2002 3:30 p.m. TO: Board of Supervisors FROM: Sacramento County Airport System SUBJECT: Report Back To Determine The Composition Of The Working Group Component Of The Mather Airport Master Plan (Continued From 1/29/02, #50) OverviewOn January 29, 2002, your Board authorized execution of the first Amendment to the Agreement with Leigh Fisher Associates for the Mather Airport Master Plan. On the same date, your Board directed the Sacramento County Airport System (Airport System) to revise the composition of the Working Group element of the Master Plan’s public involvement process.
Recommendation Approve the recommended revised Working Group composition, which includes the replacement of five members as identified by your Board on January 29, 2002. Fiscal Impact The proposed change will have minimal to no impact on the project budget. BACKGROUND: On April 3, 2001, your Board executed an Agreement between the Airport System and Leigh Fisher Associates for the development of the Airport System Policy Plan and the Mather Airport Master Plan. The Agreement outlined a two-phase approach. The purpose of the Airport System Policy Plan (Phase I) was to review and refine policies relating to the general operation and development of the four airports that comprise the County Airport System, Sacramento International Airport, Executive Airport, Mather Airport, and Franklin Field. The Agreement established that Mather Airport Master Plan (Phase II) would build upon the potential roles established for Mather in the System Policy Plan. On October 16, 2001, your Board approved the preliminary findings of the System Policy Plan by establishing specific roles for each of the four airports within the system. On January 29, 2002, your Board approved the first Amendment to the Agreement with Leigh Fisher Associates for the Mather Master Plan, which included a revised work scope, budget and schedule. Also on January 29, 2002, your Board directed Airport System staff to report back with a recommended revised Working Group for public involvement in the Mather Master Plan process. DISCUSSION: During the January 29, 2002, Board session, there was considerable discussion regarding the makeup of the Working Group, and a request that the invitation be extended to additional members to ensure adequate representation of those affected by potential development of Mather Airport. Concern was also raised concerning the need to maintain the number of Working Group participants at a manageable level. During the course of the discussion five additional Working Group members were identified as follows: An additional designee from Supervisorial District Four Representative of a Planning Advisory Council from the south area (propose Vineyard PAC). Representative of the Gold River Homeowner’s Association Representative of the East County Land Owners Group (ECOLOG) Representative of an Environmental Agency (propose Environmental Council of Sacramento) Based on the public testimony and your Board’s comments on January 29, 2002, Airport System staff is proposing the following composition of the Working Group (an asterisk (*) indicates an addition from the January 29, 2002 proposal): Two designees of the Fourth District Supervisor* Two designees of the Fifth District Supervisor One designee from Supervisorial Districts One through Three Representatives of Mather Air Cargo Carriers · Airborne · Emery Worldwide · United Parcel Service Representative of Freight Forwarders, Cal Sierra Representative of Trajen Flight Services Representative of the Aircraft Owners and Pilots Association Representative of Rancho Cordova Chamber of Commerce Representative of Sacramento Metro Chamber of Commerce Representative of Sacramento Area Business and Air Cargo Association Representative of City of Folsom Representative of City of Elk Grove Representative of El Dorado County Representative of the Independence at Mather Homeowners Association Representative of Environmental Council of Sacramento(ECOS)* Representative of the East County Land Owners Group (ECOLOG)* Representative of Planning Advisory Committees · Rancho Cordova · Fair Oaks · Vineyard* California Army National Guard Sacramento Area Council of Governments (SACOG) Sacramento Area Commerce and Trade Organization (SACTO) The following five organizations are recommended to be removed from the Working Group to maintain a manageable size. The SCAS and the consultant team will coordinate with these organizations regularly to gain critical technical input throughout the process: Mather Air Traffic Control Tower Federal Aviation Administration (FAA) Airports District Office FAA Air Traffic Control (Sacramento TRACON) CalTrans District 3 CalTrans Division of Aeronautics. In addition, representatives of various County agencies and departments (for example, Public Works, Planning, and Environmental Review and Assessment) will participate in the planning process. The Working Group will meet three times throughout the planning process. There will also be three Board of Supervisors Workshops and two Public Workshops (one in Rancho Cordova and one in the City of Folsom). In addition, the public can forward comments to Airport System staff via telephone, letter, or email, and may access current information via the Airport System’s website. Finally, Airport System staff has set a precedent for presenting the planning process and status to a variety of agencies and committees at their request. This trend will continue throughout the Master Planning Process. FINANCIAL ANALYSIS: The proposed change will have minimal to no impact on the project budget of $1,395,000. The County has received Federal and State grants to fund $1,156,000 of the total cost, and the Airport Enterprise Fund will cover the remaining $239,000. LEGAL ISSUES: There are no legal issues associated with this recommendation. CONCLUSION: Recommend your Board approve the revised composition of the Mather Airport Master Plan Working Group.
